09-22-14Under system of separated powers, District Court lacked power to grant injunctive relief sought by founders of non-profit organization seeking to promote African-American history, in their equal protection lawsuit, which was the designation of “Emancipation Proclamation Day” as a new federal holiday; the designation of federal holidays was the prerogative of Congress, not the judiciary.
