Assuming arguendo that city-parish’s failure to pick up large dog carcass which had been on shoulder of road for several days was a violation of the duty to keep roadways reasonably safe, the scope of such duty did not include the duty to protect motorists from the hazard of buzzards gathering to feed on the carcass and then flying suddenly into the path of a passing vehicle.
