12-26-16Apartment complex owner’s towing of resident’s car following snowstorm, in accordance with its towing policy, was not an unfair or deceptive trade practice, as towing policy served the legitimate purpose of providing access to plows and emergency vehicles, and residents of complex had notice of the policy and had complied with it in the past.
