149E Environmental LawBroad refusal of the Food and Drug Administration (FDA) to regulate genetically engineered animals did not constitute a “major federal action,” and thus FDA was not required to prepare an environmental impact statement (EIS) under the National Environmental Policy Act (NEPA).
