City presented legitimate, nondiscriminatory reasons for decision not to retain or hire police officer into another position during pendency of or upon completion of grant pursuant to which she was hired, thereby overcoming presumption of discrimination in violation of Age Discrimination in Employment Act (ADEA) arising from officer’s prima facie case, including that officer threatened to kill citizen, spent excessive amounts of time at garage sales while on duty, and had problems remaining neutral in certain situations, and negative input from officer’s immediate supervisors.
