Finding by Postal Service Board of Contract Appeals (PSBCA), in affirming termination of independent contractor for United States Postal Service (USPS), that contractor possessed marked $5.00 bill and that his hands and pants had blue fluorescent powder on them, collaterally estopped contractor from asserting, in his action for breach of contract, that co-worker fabricated case against him.
