157 EvidenceIn action in which date of receipt of notice of denial of social security benefits was in issue, the District Court would take judicial notice that substantial number of federal employees take vacations around Christmas and New Year’s Day, that there is general slowing down of office operations during that period, and that the mails are heavily burdened during and in aftermath of holiday season and delivery is sometimes slow.
