24 Aliens, Immigration, and CitizenshipDeportation, while not a criminal penalty, can realistically deprive an individual of all that makes life worth living; hence, the Constitution requires that before a person may be deported, he must be afforded most of the protections provided to citizens who face serious deprivations of life, liberty or property.
